What should the ideal Manager-to-Staffs relationship be like?

How often do Managers preach an “open door” policy but only to have that fall on deaf ears? How do Managers build the ideal relationship with Staffs that will build trust, be cohesive and motivate staffs to be productive even in situations where staffs are underpaid?

    In my opinion it should be a parent-child relationship. The relationship has to be based on Mutual respect.  Managers need to be open to staff suggestions and ideas. Staff and managers need to be open to criticism when necessary without any retaliations. Managers should praise staff for good efforts, teamwork and for a job well done. In my opinion, staff would be motivated to be productive if they are being recognized for their work and lots of incentives.
